Do you need a boat licence in Croatia? Recognised licences, ICC and radio certificate

Which foreign boat licences Croatia recognises, what applies to the ICC and the radio certificate, and how to sail without a licence with a skipper. With official source.

Croatia is one of the favourite regions for sailing boats and catamarans – and one where the licence question comes early. The Croatian Ministry of the Sea, Transport and Infrastructure publishes the list of foreign qualifications recognised for operating boats and yachts under the Croatian flag. Rules change: check before you travel.

In short

  • To operate a boat without a skipper in Croatia you need a qualification Croatia recognises.
  • The ministry's list names, country by country, the recognised licences and their limits (length, engine power, area).
  • The ICC under UNECE Resolution No. 40 is recognised for private use and bareboat rental if it is valid for coastal waters and its limitations are kept.
  • With a VHF radio on board you also need a suitable radio certificate.
  • With a skipper, nobody in your group needs a licence.

What the ministry's list says (read on 1 November 2026)

The list rests on the Croatian ordinance on boats, small craft and yachts and lists, country by country, the recognised qualifications, the issuing body and what they allow; many entries have limits on length or engine power. For the ICC it states recognition for private use and bareboat rental when valid for "Coastal waters". For most entries, a VHF station on board requires a suitable national or foreign radio certificate.

From which engine power or boat size a licence is needed at all in Croatia: please check the current rules with the ministry; we have no verified official figure.

What it means for your booking

Every boat shows how the provider handles the skipper. The filter "With skipper – no licence" shows only boats with a skipper on board or bookable, or that need no licence. If you steer yourself, what the provider asks for applies as well; ask them also which flag the boat sails under.

Check before you travel

  • Your licence's entry in the ministry's list (link in the sources).
  • Whether your ICC is valid for coastal waters.
  • Whether you need a radio certificate.
  • National parks such as the Kornati have their own rules and entry fees.
